		<description>Yup.  We have the same thing going on here.  Same dynamics, too--big brother doing the active annoying and little sister passively provoking it and then reacting vocally as if the house is being invaded by Huns.  

I've told her that if she just ignores him, he'll stop, but I'm convinced that while he irritates her for his amusement, she reacts for her amusement.  How would she know that he's opening his mouth wide with gross food inside it if she's not LOOKING at him????  She reacts because it's fun, he irritates her because it's fun to see the reaction.  The only one who is not having fun in this game is ME.  So, I don't care what they do to each other as long as I don't have to hear it.  When it gets on my nerves, they're both punished and I don't give a rat's ass who started it, because I'm wise to their ways by now.
